Yes, the official is obviously excusing all the other factors with Mugabe, causing a commenter to write:

The political side of that, of African politics, is for another post. However, the technology which would be involved for the minister’s comments to have any validity is not actually new. Start with HAARP:
The following was written more than twenty-five years ago in a book by Brzezinski which he wrote while at Columbia University:

In 1966, MacDonald was a member of the President’s Science Advisory Committee and later a member of the President’s Council on Environmental Quality. He published papers on the use of environmental control technologies for military purposes.
The most profound comment he made as a geophysicist was, “the key to geophysical warfare is the identification of environmental instabilities to which the addition of a small amount of energy would release vastly greater amounts of energy.” While yesterday’s geophysicists predicted today’s advances, are HAARP program managers delivering on the vision?
Wiki, in the article Weather Modification, goes into many attempts to do it, including the Chinese attempt to seed clouds to prevent rain at the Olympics. And of course, its inclusion of Reich, nestled in among other conspiracy theories, tempts a person to dismiss it all.
However, certain things are curious:
[Cloud seeding] is used in a variety of drought-prone countries, including the United States, the People’s Republic of China, India, and the Russian Federation. In the People’s Republic of China there is a perceived dependency upon it in dry regions, and there is a strong suspicion it is used to “wash the air” in dry and heavily polluted places, such as Beijing. In mountainous areas of the United States such as the Rocky Mountains and Sierra Nevada, cloud seeding has been employed since the 1950s.
Project Stormfury was an attempt to weaken tropical cyclones by flying aircraft into storms and seeding the eyewall with silver iodide. The project was run by the United States Government from 1962 to 1983. A similar project using soot was run in 1958, with inconclusive results. Various methods have been proposed to reduce the harmful effects of hurricanes.

Weather modification, particularly hostile weather warfare, was addressed by the “United Nations General Assembly Resolution 31/72, TIAS 9614 Convention on the Prohibition of Military or Any Other Hostile Use of Environmental Modification Techniques.” The Convention was signed in Geneva on May 18, 1977; entered into force on October 5, 1978; ratified by U.S. President Jimmy Carter on December 13, 1979; and the U.S. ratification deposited at New York January 17, 1980.

What is beyond dipute is that governments have certainly invested heavily in new tech, including weather modification, in the same way SRI International and DARPA do their biz. No great debate there.
The only real issue is how effective it is. My position is threefold.
Firstly, if effective, then govts are not going to release details. Secondly, you and I lack the data to conclude that it is or is not effective. Thirdly, govts see at least something in it, to the extent that it is funded for long periods.
