    Police should self arrest if they join a group of two people.
    Only if they persuade one of the two already gathered to walk to a safe isolating distance can a policeman join one or other of the split group.
    And of course, only one policeman can approach.
    If someone is taken away in a police car he/she (whatever) can only be accompanied by one policeman.
    (Of course when I say “policeman” I only use it as an example, not to discriminate against other genders or specii.)

    This reminds me of game played a long time ago where if one player stood on a bench or something then another player had to leave the bench. Can’t now remember the name or the rules.
